{"id":976,"date":"2010-05-23T12:00:00","date_gmt":"2010-05-23T12:00:00","guid":{"rendered":"http:\/\/haksen.org.tr\/?p=976"},"modified":"2010-05-23T12:00:00","modified_gmt":"2010-05-23T12:00:00","slug":"civiadaletsizlik--birinci-gundem-maddemiz","status":"publish","type":"post","link":"https:\/\/haksen.org.tr\/?p=976","title":{"rendered":"\u00c7\u0130V\u0130:Adaletsizlik  Birinci G\u00fcndem Maddemiz"},"content":{"rendered":"<p>B\u00fcro Hak-Sen\u2019in faaliyet alan\u0131na giren kurum \u00e7al\u0131\u015fanlar\u0131n\u0131n sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fc i\u00e7in sendikam\u0131z\u0131n yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalar hakk\u0131nda \u00fcyelerimizi bilgilendirmek, \u00fcyelerimizin ele\u015ftiri, g\u00f6r\u00fc\u015f ve sorular\u0131n\u0131 dinlemek amac\u0131yla B\u00fcro Hak-Sen Y\u00f6netim Kurulunun kurum ziyaretleri devam ediyor.<\/p>\n<p>Bu ama\u00e7la, Devlet Meteoroloji \u0130\u015fleri Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc Lokalindeki toplant\u0131ya Genel Ba\u015fkan Ayhan \u00c7ivi, Genel Sekreter Asuman Bozo\u011flu, Genel Mali Sekreter \u00d6zg\u00fcr Tuncer, Genel E\u011fitim Sekreteri Sezai Ko\u00e7yi\u011fit, Genel Sosyal \u0130\u015fler Sekreteri K\u00f6ksal K\u0131z\u0131lc\u0131 ve Meteoroloji Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc Temsilcisi Yusuf Kara\u00e7or kat\u0131ld\u0131. Toplant\u0131da \u00e7e\u015fitli konularda Genel Ba\u015fkan Ayhan \u00c7ivi \u00e7al\u0131\u015fanlar\u0131 ayd\u0131nlatarak, sorular\u0131 cevapland\u0131rd\u0131.<\/p>\n<p>Genel Ba\u015fkan \u00c7ivi, Haksen\u2019in kurulu\u015f amac\u0131, vizyonu ve \u00e7al\u0131\u015fmalar\u0131 hakk\u0131nda yapt\u0131\u011f\u0131 konu\u015fmada;<\/p>\n<p>Sendikam\u0131z\u0131n de\u011fi\u015fmesi dahi teklif edilemeyecek ilkeleri vard\u0131r. Bunlar; Hi\u00e7bir siyasi partinin de\u011fil memurun arka bah\u00e7esi olmak, hak ve eme\u011fin sendikas\u0131 olmak, demokratik, \u015feffaf, samimi ve d\u00fcr\u00fcst olmak, siyasetten ve ticaretten uzak olmak, egemenli\u011fin kay\u0131ts\u0131z \u015farts\u0131z \u00fcyede olmas\u0131, sadece \u00fcyelerin hak ve \u00e7\u0131karlar\u0131n\u0131 korumak, kime yap\u0131l\u0131rsa yap\u0131ls\u0131n haks\u0131zl\u0131\u011f\u0131n kar\u015f\u0131s\u0131nda olmak, herkes i\u00e7in adalet istemek, ki\u015fisel hak ve \u00f6zg\u00fcrl\u00fcklere sayg\u0131l\u0131 olmak \u015feklinde sayabiliriz. <\/p>\n<p>Bu ilkelerimiz bizim m\u00fccadelemizin de\u011fi\u015fmezleridir. Bizi farkl\u0131 k\u0131lan karekterimizdir. Bu ilkelere inanmayan veya kabullenemeyen hi\u00e7bir kurumun ve \u015fahs\u0131n aram\u0131zda yeri olamaz. Zaman zaman siyasi parti deste\u011fi olmadan sendikal m\u00fccadelenin yap\u0131lamayaca\u011f\u0131n\u0131, sendikan\u0131n b\u00fcy\u00fcyemeyece\u011fi \u015feklinde ele\u015ftiriler olmaktad\u0131r. Bu t\u00fcr d\u00fc\u015f\u00fcnceler kendisinin g\u00fc\u00e7 ve imkan  sahibi olmas\u0131n\u0131 isteyen, memurdan ziyade kendi gelece\u011fini d\u00fc\u015f\u00fcnen anlay\u0131\u015flar\u0131n \u00fcr\u00fcn\u00fcd\u00fcr. Sendikac\u0131l\u0131k ba\u015fkalar\u0131n\u0131n hakk\u0131n\u0131 aramakt\u0131r. Bireysel olarak \u00e7\u00f6z\u00fclemeyen, d\u00fc\u015f\u00fcn\u00fclemeyen, cesaret edilemeyen konular\u0131n tek ses olarak kitlesel bi\u00e7imde hayk\u0131rmakt\u0131r.   Kitlesel hak arama disiplinidir, dedi. <\/p>\n<p>\u00c7ivi, sendikal m\u00fccadelede say\u0131sal g\u00fcc\u00fcn \u00f6nemli bir etken oldu\u011funu ancak haklar\u0131n kararl\u0131, ilkeli  ve kitlesel m\u00fccadele ile elde edilebilce\u011fini , s\u00f6yledi. Bug\u00fcn sendikal m\u00fccadelenin en \u00f6nemli zaaf\u0131n\u0131n kitlesel \u00e7o\u011funluklar\u0131n m\u00fccadeleden \u00e7ekilmesi oldu\u011funu, sendikal g\u00fcc\u00fcn \u00fcye  say\u0131lar\u0131yla  ifade edilen, tepkisiz k\u00fctlelere  d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc\u011f\u00fcn\u00fc belirtti.<\/p>\n<p>Toplant\u0131da a\u015fa\u011f\u0131daki konularda \u00e7al\u0131\u015fanlara bilgi sunuldu;<\/p>\n<p>HAVACILIK  TAZM\u0130NATI: 4046 say\u0131l\u0131 Yasa uyar\u0131nca di\u011fer kamu kurumlar\u0131nda Meteorolojiye atanan personele ayr\u0131ca Havac\u0131l\u0131k Tazminat\u0131 \u00f6denmeyerek , fark tazminat\u0131na dahil edilmesi nedeniyle sendikam\u0131z taraf\u0131ndan 2005 y\u0131l\u0131nda Dan\u0131\u015ftay\u2019da a\u00e7\u0131lan davada Dan\u0131\u015ftay 5.Dairesinin  verdi\u011fi yetkisizlik karar\u0131 verilmi\u015ftir. Karar, Dan\u0131\u015ftay \u0130dari Dava Daireleri Kurulunca lehimize bozularak dosyan\u0131n incelenmek \u00fczere   daireye g\u00f6nderilmi\u015f olup , y\u00fcr\u00fctmeyi durdurma talebimizin incelenmesi i\u00e7in kurumdan savunma al\u0131nd\u0131\u011f\u0131 ve tetkik hakimince dosya incelenmektedir. Davan\u0131n sendikam\u0131z lehine sonu\u00e7lanmas\u0131 halinde, sadece sendika \u00fcyelerimize , \u00fcye olduklar\u0131 tarihten itibaren geriye d\u00f6n\u00fck \u00f6deme yap\u0131lacakt\u0131r.<\/p>\n<p>\u00dcCRET ADALETS\u0130ZL\u0130\u011e\u0130: Kamuda pek \u00e7ok kamu kurumunda oldu\u011fu gibi Meteoroloji Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcnde 4\/B S\u00f6zle\u015fmeli Personel, Kadro Kar\u015f\u0131l\u0131\u011f\u0131  S\u00f6zle\u015fmeli Personel ve kadrolu personel olmak \u00fczere farkl\u0131  Stat\u00fclerde personel \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131 nedeniyle  ayn\u0131 i\u015fi yapan personel aras\u0131nda ciddi  anlamda \u00fccret adaletsizli\u011fi olu\u015fturulmu\u015ftur. \u00d6zellikle kadro kar\u015f\u0131l\u0131\u011f\u0131 s\u00f6zle\u015fmeli personel uygulamas\u0131 tamamen keyfi olarak y\u00fcr\u00fct\u00fclmektedir. Sendika olarak varl\u0131kta e\u015fitli\u011fin sa\u011flanmas\u0131 i\u00e7in gerekli hukuki \u00e7al\u0131\u015fmalar yap\u0131lmaktad\u0131r. \u00dccret adaletsizli\u011finin ortadan kald\u0131r\u0131lmas\u0131 birinci g\u00fcndem maddemizde yer almaktad\u0131r.<\/p>\n<p>B\u0130R \u00dcST \u00d6\u011eREN\u0130M G\u00d6REN PERSONEL\u0130N DURUMU: S\u00f6zle\u015fmeli personel olarak \u00e7al\u0131\u015f\u0131rken mesleki anlamda Y\u00d6K taraf\u0131ndan bir \u00fcst \u00f6\u011frenim say\u0131lan Y\u00fcksek \u00f6\u011frenimi bitiren personelin yeniden intibak\u0131n\u0131n yap\u0131larak , unvan ve s\u00f6zle\u015fme \u00fccretinin yeniden belirlenmesi gerekiyor.<br \/>\nKadrolu personelden bir \u00fcst \u00f6\u011frenim g\u00f6renlerin atamalar\u0131n\u0131n yap\u0131labilmesi i\u00e7in kurumlarca yap\u0131lan unvan de\u011fi\u015fikli\u011fi s\u0131nav\u0131nda ba\u015far\u0131l\u0131 olunmas\u0131 gerekiyor.<\/p>\n<p>40+40 VE ENFLASYON FARKI: 2006 y\u0131l\u0131 Ocak ay\u0131ndan itibaren uygulanmaya konulan denge tazminat\u0131n\u0131n ve 2,32 oran\u0131nda yap\u0131lan enflasyon fark\u0131 art\u0131\u015f\u0131n\u0131n \u00d6zelle\u015ftirme nedeniyle atanan sendika \u00fcyelerimize de \u00f6denmesi i\u00e7in \u00fcyemiz ad\u0131na a\u00e7t\u0131\u011f\u0131m\u0131z dava devam etmektedir.<\/p>\n<p>YEMEK YARDIMI: 657 say\u0131l\u0131 Yasa uyar\u0131nca t\u00fcm kamu g\u00f6revlilerine yap\u0131lmas\u0131 gereken yemek yard\u0131m\u0131 ;
