TBMM\u2019de \u00e7al\u0131\u015fan 4\/C\u2019linin net bin 670 TL, T\u00dc\u0130K\u2019te \u00e7al\u0131\u015fan\u0131n ise net 784 TL maa\u015f ald\u0131\u011f\u0131 belirlenirken, sosyal haklarda da farkl\u0131 uygulamalar\u0131n oldu\u011fu g\u00f6r\u00fcld\u00fc.<\/p>\n<p>HakSen, Tekel i\u015f\u00e7ilerinin eylemleri nedeniyle kamuoyunun yak\u0131ndan tan\u0131d\u0131\u011f\u0131, 657 say\u0131l\u0131 Yasan\u0131n 4\/C maddesine g\u00f6re \u00e7e\u015fitli kamu kurum ve kurulu\u015flar\u0131nda \u00e7al\u0131\u015fan ge\u00e7ici personelin \u00e7al\u0131\u015fma ko\u015fullar\u0131yla ilgili ara\u015ft\u0131rma yapt\u0131. Ara\u015ft\u0131rmada, \u00f6zelle\u015ftirme nedeniyle kamu kurumlar\u0131na nakledilenler, T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi ve T\u00fcrkiye \u0130statistik Kurumu\u2019nda \u00e7al\u0131\u015fan 4\/C personelin \u00fccret ve sosyal haklar\u0131 de\u011ferlendirildi. Halen \u00f6zelle\u015ftirme nedeniyle nakledilen 36 bin ge\u00e7ici personel kadrosu bulunurken, TBMM\u2019de bin 400, T\u00dc\u0130K\u2019te bin 700 ge\u00e7ici personel \u00e7al\u0131\u015ft\u0131\u011f\u0131 belirlendi.<\/p>\n<p>-4\/C\u2019L\u0130LER\u0130N MAA\u015eLARINDA U\u00c7URUM-<\/p>\n<p>\u00d6zelle\u015ftirme nedeniyle ge\u00e7ici personel stat\u00fcs\u00fcne ge\u00e7irilen \u00fcniversite mezunlar\u0131n\u0131n net maa\u015f\u0131 940 TL oldu\u011fu tespit edildi. TBMM\u2019de \u00e7al\u0131\u015fan 4\/C\u2019li net bin 670 TL maa\u015f al\u0131rken, T\u00dc\u0130K\u2019te maa\u015f miktar\u0131n\u0131n net 784 TL\u2019ye d\u00fc\u015ft\u00fc\u011f\u00fc g\u00f6r\u00fcld\u00fc. T\u00dc\u0130K&#8217;te ve TBMM&#8217;de \u00e7al\u0131\u015fan 4\/C&#8217;liler aras\u0131nda yakla\u015f\u0131k 900 TL fark oldu\u011fu g\u00f6r\u00fcld\u00fc. \u00d6zelle\u015ftirmeden gelen orta\u00f6\u011fretim mezunu 4\/C\u2019lilere 860 TL maa\u015f \u00f6denirken, TBMM\u2019de bin 460 TL, T\u00dc\u0130K\u2019te 656 TL net maa\u015f veriliyor.<\/p>\n<p>-SOSYAL HAKLAR ARASINDAK\u0130 FARKLAR-<\/p>\n<p>\u00d6zelle\u015ftirme nedeniyle 4\/C stat\u00fcs\u00fcne atanan personelin \u00e7al\u0131\u015ft\u0131\u011f\u0131 her ay i\u00e7in 2 g\u00fcn y\u0131ll\u0131k izin hakk\u0131 verilirken, T\u00dc\u0130K\u2019te \u00e7al\u0131\u015fanlar her ay i\u00e7in bir g\u00fcn izin kullan\u0131labiliyor. TBMM\u2019de ise devlet memurlar\u0131nda oldu\u011fu gibi 10 y\u0131la kadar hizmeti olanlara 20 g\u00fcn, 10 y\u0131ldan fazla hizmeti olanlara 30 g\u00fcn y\u0131ll\u0131k izin veriliyor. TBMM\u2019de g\u00f6rev yapan ge\u00e7ici personele yiyecek ve giyecek yard\u0131m\u0131 yap\u0131l\u0131rken, di\u011fer kurumlarda \u00e7al\u0131\u015fan ge\u00e7ici personele herhangi bir yard\u0131m yap\u0131lmad\u0131\u011f\u0131 belirlendi. TBMM\u2019de \u00e7al\u0131\u015fan ge\u00e7ici personelin \u00fccretsiz izin hakk\u0131 bulunurken, di\u011ferler kurumlarda \u00e7al\u0131\u015fan 4\/C\u2019liler bu haktan yararlanam\u0131yor.<\/p>\n<p>-\u0130\u015e SONU TAZM\u0130NATI-<\/p>\n<p>\u00d6zelle\u015ftirme sonucu nakledilen ge\u00e7ici personele i\u015f sonu tazminat\u0131 \u00f6denirken, TBMM ve T\u00dc\u0130K\u2019te \u00e7al\u0131\u015fan ge\u00e7ici personele i\u015f sonu tazminat\u0131 \u00f6denmiyor. Ayr\u0131ca, \u00f6zelle\u015ftirme nedeniyle nakledilen ge\u00e7ici personele emeklilik haklar\u0131n\u0131 elde edene kadar i\u015f g\u00fcvencesi verilirken, di\u011ferlerinin herhangi bir g\u00fcvencesi bulunmuyor.<\/p>\n<p>-\u00c7\u0130V\u0130: \u201cGE\u00c7\u0130C\u0130 PERSONEL ARASINDAK\u0130 FARKLI STANDARTLAR HUKUKA AYKIRI\u201d-<\/p>\n<p>HakSen Genel Ba\u015fkan\u0131 Ayhan \u00c7ivi, \u201cAra\u015ft\u0131rma sonu\u00e7lar\u0131na g\u00f6re, ge\u00e7ici personelin \u00fccret ve di\u011fer sosyal haklar\u0131ndaki farkl\u0131l\u0131klar keyfi uygulamalardan kaynaklanmaktad\u0131r. 657 say\u0131l\u0131 Yasan\u0131n 4\/C maddesine g\u00f6re \u00e7al\u0131\u015fan personelin kurumlara g\u00f6re farkl\u0131 haklara sahip olmas\u0131 hukuka ayk\u0131r\u0131 bir uygulamad\u0131r. \u00d6zellikle T\u00dc\u0130K\u2019te \u00e7al\u0131\u015fan ge\u00e7ici personel ma\u011fdur edilmektedir. T\u00dc\u0130K d\u0131\u015f\u0131nda hi\u00e7bir kamu kurumunda 25 y\u0131l ge\u00e7ici olarak \u00e7al\u0131\u015f\u0131p emekli olan personel yoktur. Ge\u00e7ti\u011fimiz y\u0131llarda onbinlerce ge\u00e7ici i\u015f\u00e7iye kadro verilirken T\u00dc\u0130K\u2019te \u00e7al\u0131\u015fan bin 700 ki\u015fi yok say\u0131lm\u0131\u015ft\u0131r.
