Devletimizin k\u0131lcal damarlar\u0131d\u0131r. Onlar olmadan kamu hizmetlerinin vatanda\u015fa ula\u015fmas\u0131 m\u00fcmk\u00fcn de\u011fildir. Hal b\u00f6yleyken kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n mali ve sosyal haklar\u0131 gerilemeye devam etmektedir. Tasarruf denince akla ilk gelenler memurlar olmaktad\u0131r. Ekonomik krizin panzehri olarak memurlar\u0131n sosyal ve ekonomik haklar\u0131na \u00f6ncelik verilmektedir.<\/p>\n\n\n\n<p>De\u011ferli Bas\u0131n Mensuplar\u0131,<\/p>\n\n\n\n<p>Son olarak H\u00fck\u00fcmet taraf\u0131ndan a\u00e7\u0131klanan tasarruf tedbirleriyle memurlar\u0131n sosyal haklar\u0131na y\u00f6nelik k\u0131s\u0131tlamalar getirilmi\u015ftir.<\/p>\n\n\n\n<p>DEVLET MEMURUNUN HAKLARINDAN TASARRUF YAPILAMAZ.<\/p>\n\n\n\n<p>Kamu personeline verilen servis hizmetlerinin bu y\u0131l sonunda kald\u0131r\u0131laca\u011f\u0131 a\u00e7\u0131klanm\u0131\u015ft\u0131r. Servis hizmetleri b\u00fcy\u00fck \u00f6l\u00e7\u00fcde kamu kurum ve kurulu\u015flar\u0131n\u0131n merkez te\u015fkilatlar\u0131nda verilmektedir. Servis hizmetinin amac\u0131 personelin g\u00f6revine ve evine daha h\u0131zl\u0131 ve g\u00fcvenli bir \u015fekilde ula\u015fmas\u0131n\u0131 sa\u011flamakt\u0131r.&nbsp; Servis hizmetlerinin kald\u0131r\u0131lmas\u0131 ile ula\u015f\u0131mda ya\u015fanacak s\u0131k\u0131nt\u0131lar kamu hizmetlerinin aksamas\u0131na ve zaman kayb\u0131na yol a\u00e7acakt\u0131r.&nbsp;<\/p>\n\n\n\n<p>Di\u011fer taraftan, ekonomiye kazand\u0131raca\u011f\u0131 fayda konusunda a\u015fa\u011f\u0131daki sorulara cevap bekliyoruz.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Hangi kamu kurum ve kurulu\u015funda servis hizmeti verilmektedir?<\/li>\n\n\n\n<li>2024 y\u0131l\u0131nda verilmekte olan servis hizmetlerinden faydalanan memurlar\u0131n say\u0131s\u0131 ve y\u00fczdelik oran\u0131 ne kadard\u0131r?<\/li>\n\n\n\n<li>2024 y\u0131l\u0131 Merkezi Y\u00f6netim B\u00fct\u00e7esinde yer alan mal ve hizmet al\u0131mlar\u0131ndaki pay\u0131 y\u00fczde ka\u00e7t\u0131r?<\/li>\n\n\n\n<li>Beklenen tasarruf tutar\u0131 nedir?<\/li>\n<\/ul>\n\n\n\n<p>Kamu personelinin yararland\u0131\u011f\u0131 misafirhane, kamp ve lojman \u00fccretlerinin rayi\u00e7 bedellere g\u00f6re yeniden belirlenece\u011fi kararla\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Otellerdeki konaklama \u00fccretleri dikkate al\u0131nd\u0131\u011f\u0131nda kamu misafirhaneleri memurlar a\u00e7\u0131s\u0131ndan bir s\u0131\u011f\u0131nak g\u00f6revi yapmaktad\u0131r. Ancak, kamu misafirhanelerinin \u00fccretleri fiziki ko\u015fullar\u0131 ve hizmet kalitesine g\u00f6re zaten y\u00fcksektir. Ayr\u0131ca, misafirhaneler tam kapasite ile hizmet vermekte ve yer bulabilen memurlar kendini \u015fansl\u0131 g\u00f6rmektedir. Zaten s\u0131n\u0131rl\u0131 say\u0131da olan Kamp ve lojmanlar da ayn\u0131 durumdad\u0131r.&nbsp;<\/p>\n\n\n\n<p>3600 EK G\u00d6STERGE D\u00dcZENLEMES\u0130 AC\u0130LEN YAPILMALIDIR.<\/p>\n\n\n\n<p>2023 y\u0131l\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe giren d\u00fczenleme ile belirli s\u0131n\u0131f ve unvanlara 3600 ek g\u00f6sterge verilmi\u015ftir. Y\u00fcksek okul mezunu ve birinci dereceye y\u00fckselen y\u00fczbinlerce memur kapsam d\u0131\u015f\u0131nda b\u0131rak\u0131lm\u0131\u015ft\u0131r. Verilen Devlet s\u00f6z\u00fc gere\u011fince birinci derecedeki t\u00fcm memurlara 3600 ek g\u00f6sterge verilerek adaletin sa\u011flanmas\u0131n\u0131 istiyoruz.<\/p>\n\n\n\n<p>MEMURA SEYYANEN YAPILAN \u00d6DEMELER EMEKL\u0130 AYLI\u011eINA DAH\u0130L ED\u0130LMEL\u0130D\u0130R.<\/p>\n\n\n\n<p>Memurlara seyyanen yap\u0131la ek ve ilave \u00f6demelerin emekli ayl\u0131\u011f\u0131na yans\u0131mamas\u0131 nedeniyle emekli maa\u015flar\u0131 yar\u0131 yar\u0131ya azalmaktad\u0131r. Emekli memurlar\u0131n ya\u015fad\u0131\u011f\u0131 bu ma\u011fduriyetin giderilmesi i\u00e7in \u00e7al\u0131\u015fan memura ek ve seyyanen yap\u0131lan \u00f6demeler emekli ayl\u0131klar\u0131na ilave edilmelidir.<\/p>\n\n\n\n<p>L\u0130YAKATIN \u00d6N\u00dcNDEK\u0130 EN B\u00dcY\u00dcK ENGEL M\u00dcLAKATTIR.<\/p>\n\n\n\n<p>Kamuda i\u015fe al\u0131mlarda ve g\u00f6revde y\u00fckselmelerde uygulanan s\u00f6zl\u00fc s\u0131navlar bilgi ve beceri \u00f6l\u00e7mekten ziyade torpil anlam\u0131na gelmektedir. Kamuda liyakatin \u00f6n\u00fcnde en b\u00fcy\u00fck engel olan m\u00fclakatlar\u0131n kald\u0131r\u0131lmas\u0131 gerekmektedir. Bu konuda se\u00e7im \u00f6ncesi verilen s\u00f6zlerin tutulmas\u0131n\u0131 bekliyoruz.<\/p>\n\n\n\n<p>YARDIMCI H\u0130ZMETLER SINIFI KALDIRILMALIDIR.<\/p>\n\n\n\n<p>&nbsp;Kamuda yard\u0131mc\u0131 hizmetleri yerine getiren 450 bin ta\u015feron i\u015f\u00e7isine kadro verilmi\u015ftir. Bu nedenle Yard\u0131mc\u0131 Hizmetler S\u0131n\u0131f\u0131 kald\u0131r\u0131larak bu s\u0131n\u0131fta g\u00f6rev yapan memurlar mesleki e\u011fitim ve tahsiline uygun memur kadrolar\u0131na atanmal\u0131d\u0131r.<\/p>\n\n\n\n<p>MEMURLARIN A\u0130LE B\u00dcT\u00dcNL\u00dc\u011e\u00dc ANAYASAL B\u0130R HAKTIR.<\/p>\n\n\n\n<p>Gerek s\u00f6zle\u015fmeden kadroya ge\u00e7en gerekse kadrolu veya s\u00f6zle\u015fmeli olarak g\u00f6rev yapan kamu personelinin e\u015f ve sa\u011fl\u0131k durumu tayinlerine engel olan yasal d\u00fczenlemeler y\u00fcr\u00fcrl\u00fckten kald\u0131r\u0131larak memurlar\u0131n aile b\u00fct\u00fcnl\u00fc\u011f\u00fc sa\u011flanmal\u0131d\u0131r. Bu Anayasal bir hakt\u0131r.<\/p>\n\n\n\n<p>KAMU M\u00dcHEND\u0130SLER\u0130N\u0130N HAKLARINA \u0130L\u0130\u015eK\u0130N D\u00dcZENLEME YAPILMALIDIR.<\/p>\n\n\n\n<p>Kamu hizmetlerinin y\u00fcr\u00fct\u00fclmesinde \u00f6nemli g\u00f6revleri yerine getiren m\u00fchendislerin \u201cMeslek Kanunu\u201d bir an evvel \u00e7\u0131kar\u0131larak mali ve sosyal haklar\u0131na ili\u015fkin d\u00fczenleme yap\u0131lmal\u0131d\u0131r.<\/p>\n\n\n\n<p>KORUMA VE G\u00dcVENL\u0130K G\u00d6REVL\u0130S\u0130 MEMURLAR \u201c\u00d6ZEL G\u00dcVENL\u0130K\u201d MUAMELES\u0130 YAPILIYOR.<\/p>\n\n\n\n<p>Kamuda \u201cKoruma ve G\u00fcvenlik G\u00f6revlisi\u201d kadrosunda g\u00f6rev yapan memurlar\u0131n \u00e7al\u0131\u015fma ko\u015fullar\u0131, hak ve yetkilerine ili\u015fkin herhangi bir d\u00fczenleme bulunmamaktad\u0131r. Bu personel \u201c\u00d6zel G\u00fcvenlik Kanununa\u201d tabi tutularak i\u015f\u00e7i kadrosunda veya \u00f6zel sekt\u00f6rde g\u00f6rev yapanlarla ayn\u0131 mevzuata tabi tutulmaktad\u0131r. Ayn\u0131 g\u00f6revi yapan kamu i\u015f\u00e7isine g\u00f6re y\u00fczde 40 daha az \u00fccretle \u00e7al\u0131\u015ft\u0131r\u0131lmaktad\u0131r. \u00d6ncelikle \u00fcniformalar\u0131ndaki \u201c\u00d6zel G\u00fcvenlik\u201d ibarelerinin kald\u0131r\u0131lmas\u0131n\u0131, mali ve sosyal haklar\u0131na ili\u015fkin ayr\u0131 bir mevzuat\u0131n \u00e7\u0131kar\u0131lmas\u0131n\u0131 istiyoruz.<\/p>\n\n\n\n<p>\u00dcN\u0130VERS\u0130TE \u00c7ALI\u015eANLARINA TAY\u0130N HAKKI VER\u0130LMEL\u0130D\u0130R.<\/p>\n\n\n\n<p>\u00dcniversitelerde g\u00f6rev yapan idari personelin g\u00f6rev yapt\u0131\u011f\u0131 ilden ba\u015fka bir ile nakil hakk\u0131na ili\u015fkin bir yasal d\u00fczenleme bulunmamaktad\u0131r. S\u00f6z konusu personel ancak kurumlar aras\u0131 nakil mevzuat\u0131na tabi tutulmaktad\u0131r. Bu ma\u011fduriyetin giderilmesi i\u00e7in \u00dcniversiteler aras\u0131ndaki nakil imk\u00e2n\u0131 getirecek bir d\u00fczenleme yap\u0131lmas\u0131 gerekmektedir.<\/p>\n\n\n\n<p>S\u00d6ZLE\u015eMEL\u0130 PROJE PERSONEL\u0130 K\u00d6LE DE\u011e\u0130LD\u0130R.<\/p>\n\n\n\n<p>657 say\u0131l\u0131 Yasa\u2019n\u0131n 4\/B maddesine asgari \u00fccretle projelerde s\u00f6zle\u015fmeli olarak \u00e7al\u0131\u015ft\u0131r\u0131lan personellerin yapt\u0131klar\u0131 i\u015fe uygun \u00fccret d\u00fczenlemesi mutlaka yap\u0131lmal\u0131d\u0131r.
