Haksen Genel Ba\u015fkan\u0131 Ayhan \u00c7ivi imzas\u0131yla yap\u0131lan ba\u015fvuruda;<\/p>\n\n\n\n<p>&#8220;Bankac\u0131l\u0131\u011f\u0131n serbest rekabet ortam\u0131n\u0131n giderek yeni \u00fcr\u00fcn ve uygulamalar\u0131n do\u011fmas\u0131na sebebiyet verdi\u011fi g\u00fcn\u00fcm\u00fczde bir\u00e7ok kurum, \u00e7al\u0131\u015ft\u0131rd\u0131\u011f\u0131 personeline yapaca\u011f\u0131 maa\u015f \u00f6demelerini hangi Banka arac\u0131l\u0131\u011f\u0131yla yapaca\u011f\u0131n\u0131 ve kuruma ait mevduat\u0131n\u0131 hangi Bankada de\u011ferlendirece\u011fini tespit etmek \u00fczere kurum i\u00e7in en verimli se\u00e7imi yapabilmek amac\u0131yla yeni y\u00f6ntemler geli\u015ftirmekte ve uygulamaktad\u0131r. Son zamanlarda en \u00e7ok uygulanan y\u00f6ntem ise kurumlar\u0131n, \u00e7al\u0131\u015facaklar\u0131 bankay\u0131 tespit etmek \u00fczere bir ihale a\u00e7mas\u0131, bu ihaleye kat\u0131lan Bankalardan teklifler almas\u0131 ve kurum personeline en \u00e7ok bedeli veren banka ile bir maa\u015f \u00f6deme protokol\u00fc imzalamas\u0131 \u015feklinde ger\u00e7ekle\u015fmektedir.<\/p>\n\n\n\n<p>Bankac\u0131l\u0131k uygulamas\u0131nda promosyonlar, ilke olarak kurum personelinin maa\u015flar\u0131n\u0131n bankada bulunaca\u011f\u0131 s\u00fcrede bankan\u0131n elde edece\u011fi gelir beklentisine kar\u015f\u0131l\u0131k verilmektedir. \u00c7\u00fcnk\u00fc kurumlar, personelinin maa\u015flar\u0131n\u0131 toplu olarak, maa\u015flar\u0131n \u00f6denmesinden belli bir s\u00fcre evvel anla\u015ft\u0131\u011f\u0131 bir bankaya vadesiz olarak yat\u0131rmakta ve Bankalar da bu s\u00fcre zarf\u0131nda vadesiz bekleyen bu paradan vadeli mevduat faizi \u00f6demedi\u011finden kar elde etmektedir. \u0130kinci olarak elde edilecek gelir bak\u0131m\u0131ndan daha \u00f6nemlisi bu protokol s\u00fcresi i\u00e7erisinde Bankalar kurum personeline \u00e7e\u015fitli bankac\u0131l\u0131k \u00fcr\u00fcnlerini (kredi kart\u0131, konut kredisi, ta\u015f\u0131t kredisi vb.) pazarlamakta ve bu \u00fcr\u00fcnlerden elde edece\u011fi gelir beklentisiyle o kurumla birtak\u0131m kazand\u0131rma h\u00fck\u00fcmleri de i\u00e7eren anla\u015fmalar\u0131 yapmaktad\u0131rlar.<\/p>\n\n\n\n<p>Kamu kurum ve kurulu\u015flar\u0131n\u0131n ilgili bankalarla yapt\u0131\u011f\u0131 anla\u015fmalara g\u00f6re maa\u015f \u00f6demesi yap\u0131lan kurum personellerine \u201cPromosyon\u201d ad\u0131 alt\u0131nda nakdi \u00f6demeler yap\u0131lmaktad\u0131r. S\u00f6z konusu \u00f6demeler g\u00fcn\u00fcm\u00fcz ekonomik \u015fartlar\u0131nda yetersiz kalmaktad\u0131r. Halen devam eden anla\u015fmalar ile yeniden yap\u0131lan anla\u015fmalar nedeniyle personellere yap\u0131lan promosyon \u00f6demeleri aras\u0131nda b\u00fcy\u00fck \u00f6l\u00e7\u00fcde farkl\u0131l\u0131klar ortaya \u00e7\u0131kmaktad\u0131r. Daha \u00f6nce yap\u0131lan anla\u015fmalar gere\u011fince ortalama 3-5 bin TL aras\u0131nda bir \u00f6deme yap\u0131l\u0131rken yenilenen anla\u015fmalara g\u00f6re ortalama 20-30 bin TL promosyon \u00f6demesi yap\u0131lmaktad\u0131r.
