HAKSEN\u00a0 neden var oldu? T\u00fcrkiye\u2019de memur sendikac\u0131l\u0131\u011f\u0131n\u0131n olmad\u0131\u011f\u0131na inand\u0131\u011f\u0131m\u0131z i\u00e7in kurulduk. \u00c7al\u0131\u015fanlar\u0131 birle\u015ftirme yerine ayr\u0131\u015ft\u0131rmay\u0131 tercih ettiler. \u00a0\u00c7al\u0131\u015fanlar\u0131n haklar\u0131n\u0131 aramak yerine kendi haklar\u0131n\u0131 aramay\u0131 tercih ettiler. \u00c7al\u0131\u015fanlar\u0131n bah\u00e7esi olmak yerine siyasi partilerin arka bah\u00e7eleri olmay\u0131 tercih ettiler. HAKSEN memurun arka bah\u00e7esidir bundan sonra b\u00f6yle kalacakt\u0131r.<\/p>\n<p>Sendikalar \u00e7al\u0131\u015fanlar\u0131n haklar\u0131n\u0131 aramak, korumak ve geli\u015ftirmek i\u00e7in vard\u0131r. Son \u00fc\u00e7 toplu s\u00f6zle\u015fmelere bakt\u0131\u011f\u0131m\u0131zda \u00e7al\u0131\u015fanlar\u0131n daha da yoksulla\u015ft\u0131\u011f\u0131, yeni kazan\u0131mlar\u0131 olmad\u0131\u011f\u0131 gibi var olan bir \u00e7ok haklar\u0131n kaybedildi\u011fini g\u00f6r\u00fcyoruz. Enflasyon ka\u00e7\u0131yor, memur ve emekliler koval\u0131yor. Biz enflasyon fark\u0131n\u0131n olu\u015ftu\u011fu aylarda bu fark\u0131n \u00f6denmesini istiyoruz. \u00a0Maa\u015f art\u0131\u015flar\u0131n\u0131n Ocak ay\u0131nda tek seferde yap\u0131lmal\u0131. Merkez bankas\u0131n\u0131n \u00f6nerileri de\u011fil hayat ger\u00e7ekleri ile art\u0131\u015flar yap\u0131lmal\u0131.\u201d<\/p>\n<p><strong>\u00a0<\/strong>Haksen Genel Ba\u015fkan\u0131 Ayhan \u00c7ivi, konu\u015fmas\u0131n s\u00f6yle devam etti;<\/p>\n<p><strong>KAMU SEND\u0130KACILI\u011eININ DURUMUNDAN KAYGI DUYUYORUZ<\/strong><\/p>\n<p>Kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n, 80\u2019li y\u0131llar\u0131n sonunda b\u00fcy\u00fck bir inan\u00e7 ve umutla ba\u015flatt\u0131\u011f\u0131 sendikal m\u00fccadelesi neredeyse 30 y\u0131l\u0131n\u0131 tamamlayacak. Bu m\u00fccadelenin son 20 y\u0131l\u0131nda sorumluluk alarak tan\u0131kl\u0131k eden bir karde\u015finiz olarak, memur sendikac\u0131l\u0131\u011f\u0131n\u0131n halen i\u00e7inde bulundu\u011fu durumdan kayg\u0131 ve \u00fcz\u00fcnt\u00fc duydu\u011fumu ifade etmek istiyorum. Kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n \u00e7olu\u011funa, \u00e7ocu\u011funa ve evine biraz daha fazla ekmek g\u00f6t\u00fcrmek, \u00e7al\u0131\u015f\u0131rken ve emeklili\u011finde insanl\u0131k onuruna yak\u0131\u015fan bir hayat s\u00fcrmek i\u00e7in tek s\u0131\u011f\u0131nacak \u015femsiyesi olan sendikalar, su almaktad\u0131r. \u00c7al\u0131\u015fanlar\u0131n hak ve hukukunu korumak ve geli\u015ftirmek yerine siyasi iktidarlar\u0131n ama\u00e7lar\u0131 ve politikalar\u0131 do\u011frultusunda hareket etmektedir. T\u00fcm kamu \u00e7al\u0131\u015fanlar\u0131n\u0131 kapsay\u0131c\u0131 olmaktan uzak, siyasi ve ideolojik referanslarla faaliyetlerini s\u00fcrd\u00fcrmektedirler.<\/p>\n<p><strong>SEND\u0130KAL HAKLAR EVRENSEL DE\u011eERLER\u0130N \u00c7OK GER\u0130S\u0130NDED\u0130R<\/strong><\/p>\n<p>Kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n yasal anlamda bir dayana\u011f\u0131 olsun diye b\u00fcy\u00fck bir m\u00fccadele ve emeklerle 2001 y\u0131l\u0131nda \u00e7\u0131kar\u0131lan kamu g\u00f6revlileri sendikalar\u0131 kanunu ile getirilen sendikal haklar, aradan ge\u00e7en 18 y\u0131lda bir arpa boyu yol alamam\u0131\u015ft\u0131r. Yasa\u2019da yap\u0131lan de\u011fi\u015fiklikler s\u00f6zde de\u011fi\u015fiklikler g\u00f6stermelik d\u00fczenlemeler olmaktan \u00f6teye gidememi\u015ftir. Gerek memurlar\u0131n bireysel anlamda sendikal haklar\u0131n\u0131n kullan\u0131m\u0131, gerekse sendikalar\u0131n y\u00f6netime kat\u0131lma ve toplu pazarl\u0131k haklar\u0131 evrensel d\u00fczenlemelerin \u00e7ok gerisindedir.<\/p>\n<p><strong>SEND\u0130KA TERC\u0130HLER\u0130N \u00d6N\u00dcNDEK\u0130 ENGELLER KALDIRILMALIDIR<\/strong><\/p>\n<p>Memurun sendikas\u0131n\u0131 \u00f6zg\u00fcr bir \u015fekilde se\u00e7mesinin \u00f6n\u00fcnde \u00e7ok ciddi psikolojik ve fiziksel engeller bulunmaktad\u0131r. \u0130\u015f\u00e7ilerimiz, sendikal \u00fcyelik ve \u00e7ekilme i\u015flemlerini 2012 y\u0131l\u0131nda yap\u0131lan yasal d\u00fczenleme sonucu e-Devlet sistemi \u00fczerinden yapabilmektedir. S\u00f6z konusu yasan\u0131n gerek\u00e7esinde; bireysel sendikal \u00f6zg\u00fcrl\u00fckler kapsam\u0131nda \u00e7al\u0131\u015fanlar\u0131n \u00fcyelik ve \u00e7ekilme i\u015flemlerinin basit ve ekonomik bir y\u00f6ntem olarak e-Devlet sisteminden yap\u0131lmas\u0131n\u0131n ama\u00e7land\u0131\u011f\u0131 belirtilmektedir. Maalesef kamu g\u00f6revlileri 18 y\u0131l \u00f6nce yap\u0131lan d\u00fczenleme gere\u011fince sendika \u00fcyelik ve \u00e7ekilme i\u015flemlerini hala matbu formalar ise \u0131slak imzal\u0131 olarak fiziksel ortamda yapmak zorunda b\u0131rak\u0131lmaktad\u0131r.Bu \u00e7ifte standart ve ayr\u0131mc\u0131l\u0131k bile iktidarlar\u0131n memurlara bak\u0131\u015f a\u00e7\u0131s\u0131n\u0131 net bir \u015fekilde yans\u0131tmaktad\u0131r. \u0130\u015f\u00e7ilerimizin bireysel sendikal tercihlerine verilen de\u011fer, memurlardan esirgenmektedir.<\/p>\n<p><strong>SEND\u0130KALAR KEND\u0130 ASL\u0130 G\u00d6REVLER\u0130N\u0130 YAPMALIDIR<\/strong><\/p>\n<p>Kamuda \u00e7o\u011funlu\u011fu elinde bulunduran sendikalar\u0131n memur ve emeklilerinin hak ve menfaatlerini korumak yerine kamuda terfi, tayin ve atama i\u015flerine m\u00fcdahil olarak kamu y\u00f6netimine kat\u0131lmak gibi k\u00f6t\u00fc al\u0131\u015fkanl\u0131klar edindi\u011fini g\u00f6r\u00fcyoruz. Gerek siyasilerin gerekse kamu y\u00f6netiminin rol\u00fcn\u00fc kaparak, kendisini onlar\u0131n yerine koyarak hareket etmeleri kamu y\u00f6netimini zaafa d\u00fc\u015f\u00fcrmekte ve liyakat sisteminin i\u015flemesini engellemektedir.<\/p>\n<p><strong>ENFLASYON KA\u00c7IYOR MEMUR VE EMEKL\u0130 PE\u015e\u0130NDEN KO\u015eUYOR<\/strong><\/p>\n<p><strong>\u00a0<\/strong>4688 say\u0131l\u0131 Yasa\u2019da y\u00f6netime kat\u0131lma ba\u015fl\u0131\u011f\u0131 alt\u0131nda yap\u0131lan; i\u015fyeri temsilcili\u011fi, kurum idari kurulu, kamu personeli dan\u0131\u015fma kurulu d\u00fczenlemeleri ger\u00e7ek manada sendikalar\u0131n sosyal taraf olarak y\u00f6netime kat\u0131lmas\u0131na izin vermemektedir. Bu bahsedilen kurullar sadece g\u00f6r\u00fc\u015f ve \u00f6neri sunan, hukuki sonu\u00e7 do\u011furan hi\u00e7bir karar alamayan niteliktedir.<\/p>\n<p>2010 y\u0131l\u0131nda yap\u0131lan Anayasa de\u011fi\u015fikli\u011fi nedeniyle 2012 y\u0131l\u0131nda yap\u0131lan d\u00fczenleme ile kamu g\u00f6revlileri sendikalar\u0131na toplu s\u00f6zle\u015fme hakk\u0131 verilmi\u015ftir. Ancak, bu hakk\u0131n kullan\u0131m\u0131yla ilgili hem mevzuattan hem de yetkili sendikan\u0131n tutumundan kaynaklanan sorunlar bulunmaktad\u0131r. 2013-2015-2017 y\u0131llar\u0131nda yap\u0131lan toplu s\u00f6zle\u015fme g\u00f6r\u00fc\u015fmelerinde ve sonu\u00e7lar\u0131nda bu sorunlar\u0131 g\u00f6rmekteyiz. Toplu s\u00f6zle\u015fmede var\u0131lan mutabakat ile yap\u0131lan maa\u015f art\u0131\u015flar\u0131 2016 y\u0131l\u0131 d\u0131\u015f\u0131nda enflasyonun alt\u0131nda kalm\u0131\u015ft\u0131r. Adeta enflasyon ka\u00e7m\u0131\u015f, memur ve<\/p>\n<p><strong>MEMUR VE EMEKL\u0130LER\u0130N\u0130N KAYBI TELAF\u0130 ED\u0130LMEL\u0130D\u0130R<\/strong><\/p>\n<p>Memur ve emeklilerinin ya\u015famlar\u0131n\u0131 devam ettirebilmeleri ve aile sorumluluklar\u0131n\u0131 yerine getirebilmeleri i\u00e7in \u00fccret kay\u0131plar\u0131n\u0131n y\u0131l sonu beklenmeden telafi edilmesi gerekmektedir. Y\u0131l sonunda verilecek enflasyon fark\u0131 reel olarak bu kay\u0131plar\u0131 telafi etmeyecektir. Ayr\u0131ca 2019 y\u0131l\u0131nda verilecek olan y\u00fczde 4+5 maa\u015f art\u0131\u015f\u0131n\u0131n da enflasyonun gerisinde olaca\u011f\u0131 g\u00f6r\u00fclmektedir. Bu art\u0131\u015flar\u0131n da b\u00fct\u00e7e kanunu ile yeniden d\u00fczenlenmesini talep ediyoruz.<\/p>\n<p><strong>EK G\u00d6STERGE D\u00dcZENLEMES\u0130 T\u00dcM KAMU \u00c7ALI\u015eANLARI \u0130\u00c7\u0130N YAPILMALIDIR<\/strong><\/p>\n<p>Se\u00e7im vaatleri aras\u0131nda yer alan baz\u0131 hizmet s\u0131n\u0131flar\u0131nda g\u00f6rev yapan kamu g\u00f6revlilerine 3600 ek g\u00f6sterge verilmesine ili\u015fkin \u00e7al\u0131\u015fmalar\u0131n t\u00fcm kamu g\u00f6revlilerini kapsayacak \u015fekilde yap\u0131lmas\u0131 gerekmektedir. Zira, baz\u0131 kamu g\u00f6revlilerine \u00f6zel olarak yap\u0131lacak d\u00fczenlemeler kamuda yeni sorunlara neden olaca\u011f\u0131 gibi \u00e7al\u0131\u015fma bar\u0131\u015f\u0131n\u0131 da bozacakt\u0131r. Ek g\u00f6sterge, kamu g\u00f6revlilerinin emekli ayl\u0131\u011f\u0131 ve ikramiyesini art\u0131ran bir kalemdir. Bu nedenle, filen \u00e7al\u0131\u015f\u0131rken yap\u0131lan ek \u00f6demelerin taban ayl\u0131\u011f\u0131na yans\u0131t\u0131lmas\u0131 halinde t\u00fcm \u00e7al\u0131\u015fanlar\u0131n emekli ayl\u0131\u011f\u0131 ve ikramiyeleri de artacakt\u0131r. Bu \u015fekilde yap\u0131lacak bir d\u00fczenleme ile t\u00fcm kamu g\u00f6revlilerinin beklentisi kar\u015f\u0131lanm\u0131\u015f olacakt\u0131r.<\/p>\n<p><strong>T\u00dcM S\u00d6ZLE\u015eMEL\u0130 PERSONEL KADROYA ALINMALIDIR<\/strong><\/p>\n<p>Kamuda farkl\u0131 stat\u00fclerde personel istihdam edilmesi beraberinde yeni sorunlar ve ma\u011fduriyetler yaratmakta, \u00e7al\u0131\u015fma bar\u0131\u015f\u0131n\u0131 bozmaktad\u0131r. 4\/C stat\u00fcs\u00fcnden 4\/B stat\u00fcs\u00fcne ge\u00e7irilen personelin mali ve sosyal haklar\u0131nda k\u0131s\u0131tlamaya gidilmi\u015ftir. 4\/B i\u00e7inde yeni bir stat\u00fc olu\u015fturan bu d\u00fczenlemenin yerine mevcut 4\/B stat\u00fcs\u00fcnde \u00e7al\u0131\u015fan personel ile ayn\u0131 haklar\u0131n verilmesi gerekiyor. Kamu kurum ve kurulu\u015flar\u0131nda ayn\u0131 kurumda ayn\u0131 odada \u00e7al\u0131\u015fan personel aras\u0131ndaki stat\u00fc farkl\u0131l\u0131\u011f\u0131n\u0131n ortadan kald\u0131r\u0131lmas\u0131 i\u00e7in t\u00fcm s\u00f6zle\u015fmeli personelin kadrolu personel stat\u00fcs\u00fcne al\u0131nmas\u0131n\u0131 istiyoruz.<\/p>\n<p><strong>YARDIMCI H\u0130ZMETL\u0130 PERSONEL G\u0130H\u2019E ALINMALIDIR<\/strong><\/p>\n<p>Kamuda yard\u0131mc\u0131 hizmetleri yerine getiren 450 bin civar\u0131ndaki ta\u015feron i\u015f\u00e7ilerinin kadrolu kamu i\u015f\u00e7isi yap\u0131lmalar\u0131 ile birlikte yard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131ndaki kamu personelinin de genel idari hizmetlere al\u0131nmas\u0131 kamu yarar\u0131 a\u00e7\u0131s\u0131ndan ve ma\u011fduriyetlerinin giderilmesi i\u00e7in yerinde bir uygulama olacakt\u0131r.<\/p>\n<p><strong>\u00dcN\u0130VERS\u0130TE \u0130DAR\u0130 PERSONEL\u0130N\u0130N NAK\u0130L SORUNU \u00c7\u00d6Z\u00dcLMEL\u0130D\u0130R<\/strong><\/p>\n<p>\u00dcniversitelerde g\u00f6rev yapan idari personelin en \u00f6nemli s\u0131k\u0131nt\u0131lar\u0131ndan biri de nakil ve tayinlerde ya\u015fad\u0131klar\u0131 zorluklard\u0131r. Bu konuda t\u00fcm idari personeli kapsayacak genel bir d\u00fczenlemenin bulunmamas\u0131, personelin \u00fcniversiteler aras\u0131ndaki naklini neredeyse imkans\u0131z hale getirmektedir. \u0130dari personelin aile b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc sa\u011flayacak, \u00e7e\u015fitli nedenlerle nakil ihtiyac\u0131n\u0131 giderecek bir yasal d\u00fczenlemenin yap\u0131lmas\u0131n\u0131 istiyoruz.<\/p>\n<p><strong>\u00c7ALI\u015eANLARIN GEL\u0130R VERG\u0130S\u0130 ORANLARININ D\u00dc\u015e\u00dcR\u00dcLMES\u0130<\/strong><\/p>\n<p>Kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n maa\u015flar\u0131ndan yap\u0131lan gelir vergisi oranlar\u0131n\u0131n y\u00fcksekli\u011fi ve vergi matrah\u0131 dilimlerinin d\u00fc\u015f\u00fck tutulmas\u0131 nedeniyle yap\u0131lan maa\u015f art\u0131\u015flar\u0131 tam olarak yans\u0131mamaktad\u0131r.
