Buna g\u00f6re s\u00f6zle\u015fmeli personel, kalk\u0131nma plan\u0131, y\u0131ll\u0131k program ve i\u015f programlar\u0131nda yer alan \u00f6nemli projelerin haz\u0131rlanmas\u0131, ger\u00e7ekle\u015ftirilmesi, i\u015fletilmesi ve i\u015flerli\u011fi i\u00e7in \u015fart olan zaruri ve istisnai hallere m\u00fcnhas\u0131r olmak \u00fczere \u00f6zel bir meslek bilgisine ve ihtisas\u0131na ihtiya\u00e7 g\u00f6steren ge\u00e7ici i\u015flerde istihdam edilir. S\u00f6zle\u015fmeli personel, Bakanlar Kurulunca belirlenen usul ve esaslar \u00e7er\u00e7evesinde kurum teklifi ve Devlet Personel Ba\u015fkanl\u0131\u011f\u0131n\u0131n g\u00f6r\u00fc\u015f\u00fc \u00fczerine Maliye Bakanl\u0131\u011f\u0131nca belirlenen pozisyonlarda, mali y\u0131lla s\u0131n\u0131rl\u0131 olmak \u00fczere s\u00f6zle\u015fme ile \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131na karar verilen ve i\u015f\u00e7i say\u0131lmayan kamu hizmeti g\u00f6revlileridir.<\/p>\n<p>S\u00f6zle\u015fmeli personel ne i\u015f\u00e7idir ne de memur. Memur de\u011fildir \u00e7\u00fcnk\u00fc mutlak bir i\u015f g\u00fcvencesi yoktur ve s\u00f6zle\u015fmesi belirli periyotlarla yenilenir. \u0130\u015f\u00e7i de\u011fildir \u00e7\u00fcnk\u00fc \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131 kar\u015f\u0131l\u0131kl\u0131 belirleme hakk\u0131na sahip de\u011fildir. S\u00f6zle\u015fmeli personel akdi olarak istihdam edilir. \u0130dare ile personel aras\u0131nda s\u00f6zle\u015fme esast\u0131r. Bu s\u00f6zle\u015fme idari hizmet s\u00f6zle\u015fmesidir. S\u00f6zle\u015fmeli personel, memurlu\u011fun as\u0131l istihdam bi\u00e7imi oldu\u011fu kamu idarelerinde istisnai bir istihdamd\u0131r.<\/p>\n<p>657 say\u0131l\u0131 DMK \u201cs\u00f6zle\u015fmeli personel\u201d \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131n\u0131n istisna oldu\u011funu \u201czaruri ve istisnai hallere m\u00fcnhas\u0131r olmak \u00fczere\u201d diyerek a\u00e7\u0131k bir \u015fekilde ortaya koymu\u015ftur.<\/p>\n<p>Her ne kadar 657 say\u0131l\u0131 Yasada istisnai bir istihdam \u015fekli oldu\u011fu belirtilse de Devlet Personel Ba\u015fkanl\u0131\u011f\u0131n\u0131n 2018 y\u0131l\u0131 Mart ay\u0131ndaki verilerine g\u00f6re kamuda 4\/B s\u00f6zle\u015fmeli stat\u00fcde 135 bin kamu personeli bulunmaktad\u0131r.
