{"id":3879,"date":"2018-05-09T18:50:24","date_gmt":"2018-05-09T15:50:24","guid":{"rendered":"http:\/\/haksen.org.tr\/?p=3879"},"modified":"2018-05-09T18:51:18","modified_gmt":"2018-05-09T15:51:18","slug":"turkiyede-engellilik-uzerine-onemli-tespitler","status":"publish","type":"post","link":"https:\/\/haksen.org.tr\/?p=3879","title":{"rendered":"T\u00fcrkiye&#8217;de engellilik \u00fczerine \u00f6nemli tespitler"},"content":{"rendered":"<p>Haksen Konfederasyonu Engelliler Komisyonu Ba\u015fkan\u0131 Abdullah Mutlu Tokg\u00f6z, 10-16 May\u0131s Engelliler Haftas\u0131 nedeniyle T\u00fcrkiye&#8217;deki Engellilerin durumu hakk\u0131nda \u00f6nemli bir yaz\u0131 kaleme ald\u0131.<br \/>\nT\u00fcrkiye&#8217;de Engellilik Ba\u015fl\u0131kl\u0131 yaz\u0131y\u0131 payla\u015f\u0131yoruz;<\/p>\n<p>&#8220;Resmi kay\u0131tlara g\u00f6re T\u00fcrkiye\u2019de n\u00fcfusun y\u00fczde 12.29\u2019u engelli ki\u015filerden olu\u015fmaktad\u0131r.<br \/>\n\u00dclkemizde s\u00fcre\u011fen hastal\u0131\u011f\u0131 veya engelli olan ki\u015filerin genel n\u00fcfusun y\u00fczde 12.29\u2019unu olu\u015fturdu\u011funu ifade edebiliriz. Bu oran hemen hemen 8,5 milyon ki\u015fi anlam\u0131na geliyor. Avrupa Birli\u011fi\u2019nin veya y\u00fczde 18 olan Kuzey Amerika ve y\u00fczde 20 olan Avustralya\u2019n\u0131n verileri ile kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda, bu oran \u00e7ok y\u00fcksek g\u00f6r\u00fcnmeyebilir.  Ancak \u00fclkeler aras\u0131ndaki sosyo-k\u00fclt\u00fcrel ve ekonomik farkl\u0131l\u0131klar g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, \u00fclkemizde engeli olan ki\u015filerin \u00f6zellikle Bat\u0131 Avrupa \u00fclkelerinde ya\u015fayanlara g\u00f6re engellilik halinden \u00e7ok daha fazla etkilendiklerini s\u00f6yleyebiliriz. \u00d6zellikle s\u00fcre\u011fen hastal\u0131klar nedeniyle engeli olan y\u00fczde 9.70 oran\u0131ndaki vatanda\u015f\u0131m\u0131z\u0131n d\u0131\u015f\u0131nda kalan ve D\u00fcnya Sa\u011fl\u0131k Te\u015fkilat\u0131\u2019n\u0131n  (2001)  tan\u0131m\u0131na uyan bir engeli  (bedensel, zihinsel, g\u00f6rsel, i\u015fitme ve konu\u015fma) olan ve toplam n\u00fcfusumuzun y\u00fczde 2,58\u2019ini olu\u015fturan grubun, ya\u015fam kalitesini sahip oldu\u011fu \u00f6z\u00fcr ve engel nedeniyle ciddi boyutta olumsuz etkiliyor.<br \/>\n\u00dclkemizde Engellilerin temel sorunlar\u0131 \u00fc\u00e7 ana ba\u015fl\u0131kta alt\u0131nda toplanabilir.<br \/>\n1-Eri\u015febilirlik<br \/>\n2-E\u011fitim<br \/>\n3-\u0130stihdam<br \/>\n1-Eri\u015febilirlik:<br \/>\n\u00d6zellikle b\u00fcy\u00fck\u015fehirlerde eri\u015febilirlik sorunu ya\u015famsal bir \u00f6nem arz etmektedir.<br \/>\nG\u00f6rme ve ortopedik engelli yurtta\u015flar\u0131m\u0131z\u0131n sosyal hayata ve i\u015f sahalar\u0131na girebilmesi eri\u015filebilirlik ko\u015fullar\u0131n\u0131n d\u00fczg\u00fcn ve kullan\u0131m\u0131 a\u00e7\u0131k olmas\u0131na ba\u011fl\u0131d\u0131r. Engelli vatanda\u015flar\u0131m\u0131z\u0131n \u00d6rne\u011fin ba\u015fkent Ankara\u2019da otob\u00fcs ve metro kullan\u0131m\u0131 bu ula\u015f\u0131m ara\u00e7lar\u0131ndaki eri\u015febilirlik \u015fartlar\u0131n\u0131n yetersizli\u011fi nedeniyle eziyete d\u00f6n\u00fc\u015fmekte hatta bazen g\u00fcnlerce haftalarca s\u00fcren asans\u00f6r ar\u0131zalar\u0131 nedeniyle imkans\u0131zla\u015fmaktad\u0131r. Bu ise anayasal bir g\u00fcvence olan \u201cyurtta\u015flar\u0131n seyahat etme \u00f6zg\u00fcrl\u00fc\u011f\u00fcne\u201d engelli yurtta\u015flar\u0131m\u0131z nezdinde darbe vurmaktad\u0131r. Keza \u015fehir merkezinde g\u00f6rme engelli yurtta\u015flar\u0131m\u0131z\u0131n y\u00f6n bulmas\u0131na yard\u0131mc\u0131 olan sar\u0131 \u015feritlerin plastik ve kaygan maddeden geli\u015fig\u00fczel yap\u0131lmas\u0131 yeni sakatlanma ve yaralanmalara yol a\u00e7maktad\u0131r. Bu \u015feritlerin kaymayacak ve dayan\u0131kl\u0131l\u0131\u011f\u0131 uzun \u00f6m\u00fcrl\u00fc malzemelerden yap\u0131lmas\u0131 gerekmektedir. Ayn\u0131 \u015fekilde okullarda engelli \u00e7ocuklar\u0131m\u0131z\u0131n e\u011fitim almas\u0131n\u0131 sa\u011flayacak tedbir ve donan\u0131mlar aksamakta ya da hi\u00e7 al\u0131nmamaktad\u0131r. Oysa e\u011fitim ve rehabilitasyon engelli \u00e7ocuklar\u0131n ya\u015fam\u0131n\u0131 \u00f6zg\u00fcr bir birey olarak s\u00fcrd\u00fcrmesi i\u00e7in olmazsa olmaz ko\u015fuldur.<br \/>\n2-E\u011fitim<br \/>\nSon y\u0131llarda \u00fclkemizdeki \u00f6zel rehabilitasyon okullar\u0131 say\u0131sal anlamda artm\u0131\u015f olsa da \u00f6zel e\u011fitim kurulu\u015fu olmayan yerle\u015fim merkezleri ile yetersiz olan merkezler k\u00fc\u00e7\u00fcmsenmeyecek boyuttad\u0131r. Zaten as\u0131l olan nicelikten \u00e7ok niteli\u011fin y\u00fckseltilmesi olmal\u0131d\u0131r.<br \/>\n\u00d6zel e\u011fitim \u00f6\u011fretmenli\u011fi ve \u00f6zel e\u011fitim teknikleri  \u00e7a\u011fda\u015f e\u011fitim standartlar\u0131 d\u00fczeyine y\u00fckseltilmeli, \u00fcniversitelerin bu konudaki e\u011fitim ve ara\u015ft\u0131rmalar\u0131 te\u015fvik edilmelidir. Yoksa e\u011fitim d\u00f6rt duvar yap\u0131p i\u00e7ine s\u0131ra ve kap\u0131s\u0131na okul  yazan tabela asmak de\u011fildir.<br \/>\nE\u011fitim Ba\u015fl\u0131\u011f\u0131 alt\u0131nda pek \u00e7ok ya\u015famsal alan\u0131 ve eksikliklerini s\u0131ralamak elbette m\u00fcmk\u00fcnd\u00fcr. Ancak bu \u00e7al\u0131\u015fmada genel ve \u00f6zet bir sonu\u00e7 \u00e7\u0131karmak hedeflendi\u011finden son olarak engelli bireylerin e\u011fitimi yan\u0131 s\u0131ra engelli bireylere toplumsal yakla\u015f\u0131m\u0131nda e\u011fitimden ge\u00e7mesi gerekti\u011fini vurgulamak isterim. Yani sosyal rehabilitasyon olarak isimlendirebilece\u011fim bir e\u011fitim s\u00fcrecinin de topluma verilmesi \u015fartt\u0131r.<br \/>\n3- \u0130stihdam<br \/>\nDevlet engellilerin istihdam\u0131n\u0131n \u00f6nemine inanarak, bir tak\u0131m d\u00fczenlemelerle sorunu \u00e7\u00f6zmek istemektedir. Tabii bu d\u00fczenlemelerin en \u00f6nemlisi de engelli \u00e7al\u0131\u015ft\u0131rma zorunlulu\u011fudur. 4857 Say\u0131l\u0131 \u0130\u015f Kanunu\u2019nun 30. maddesi, 50 ya da daha fazla i\u015f\u00e7i \u00e7al\u0131\u015ft\u0131ran i\u015fyerlerinin, i\u015f\u00e7ilerinin toplam\u0131n\u0131n \u00f6zel sekt\u00f6rde % 3 oran\u0131nda engelliyi, kamu kurulu\u015flar\u0131nda % 3 oran\u0131nda engelliyi, mesleki, beden ve ruhi durumlar\u0131na uygun i\u015flerde istihdamlar\u0131 gerekmektedir.<br \/>\nAncak toplumda sosyal hayat\u0131n i\u00e7inde yer almalar\u0131 konusunda sorun \u00e7\u0131kart\u0131lan ve c\u00fczi de olsa engelli ayl\u0131\u011f\u0131yla avutulan bireylerimizin kamusal ve \u00f6zel sekt\u00f6rde istihdam\u0131 olduk\u00e7a d\u00fc\u015f\u00fck kalm\u0131\u015f ve \u00e7al\u0131\u015fma \u015fans\u0131na sahip olanlarsa e\u011fitim d\u00fczeylerine uygun olmayan pasif ve kariyer imkan\u0131 kapal\u0131\/s\u0131n\u0131rl\u0131 alanlarda istihdam edilmi\u015flerdir.<br \/>\n\u00dcniversite mezunu engelliler santrallerde,  daktilografl\u0131kda, bilet gi\u015felerinde alanlar\u0131yla alakal\u0131 olmayan i\u015flerde \u00e7al\u0131\u015ft\u0131r\u0131l\u0131rken, istismar,  \u00f6zel sekt\u00f6rde \u201csen evde otur biz maa\u015f\u0131n\u0131 bankaya yat\u0131r\u0131r\u0131z yeter ki gelme\u201d denen boyutlara dahi varmaktad\u0131r.
